That looked like Al Gore. The man who lost the presidential election in 2000 to George Bush. It was controversial because the supreme courts voted after there was a numerical tie.

If you recall (nevertheless, I'll assume you're not from the US in my reply), in 2000 there was a dispute of votes in Fla for the pres' election and the supreme court ruled not to count them, thus Bush won the presidency. Gore was saying that had he had the resource of the supreme court, he would've won. But Tony's point was that had he had the resource of connection to voters *beforehand* it wouldn't have come down to that.
