That was Archimonde, he is an Eredar of the Burning Legion. He made a sand Copy of Dalaran, which was just raided by Arthas. Kel'Thazud had summoned him and if you look, when he puts his hand through the sand copy of a building in Dalaran, it collapses. Basically he just destroyed Dalaran if I interpreted that right.
