It's moreso inorganic chemistry. While there might be an organic compound present, the reduction of Mn(VII) causing various d-orbital electronic interactions is what's responsible for the colour change. That's good ol' transition metal (inorganic) chemistry.

yes it is. quote from the explanation "Permanganate is slowly reduced by sugar in alkaline environments. Sugar is an organic compound, having many -OH groups, attached to carbon atoms, which also have a hydrogen atom attached directly to it." So, it is organic chemistry
