He's not talking about the date the Declaration of Independence was signed, the date you're thinking of. Obama is referring to 221 years ago, September 17, 1787--the date that the United States Constitution was introduced, outlining the framework of our government and the first document clearly stating that the government worked for the people. Obama is speaking of the first time the people had real power to choose their officials and build their country as they so chose, 'brick by brick'.
